The insulation in this crawl space has been installed backward; the paper acts as a vapor barrier and is intended to be installed towards the heated space (living area) of the home. Moisture can accumulate from condensation being trapped between the heated areas and the vapor barrier. Prolonged moisture can create a conducive condition for wood-destroying insects and organisms to enter the structure. It also provides a cozy place for vermin to live and cause further damage as seen here from the staining in the vapor barrier.
